House Rules clears Graham Russia–Iran sanctions; floor rule vote set Tuesday

The House Rules Committee voted 7–3 late Monday to advance a rule for the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 (H.R. 5334), clearing a procedural path after the Senate’s 86–11 August passage. Debate on the House rule was expected around noon Tuesday Eastern; if the rule passes, final passage is teed for Wednesday before an extended recess. Democrats continue to object to expanded presidential tariff authority in the package.
