Treasury adds Iran-related sanctions on Russia’s VTB Bank

The U.S. Treasury’s OFAC on Monday designated Russia’s VTB Bank Public Joint Stock Company under Executive Order 13902 for alleged Iranian sanctions evasion — including correspondent ties with sanctioned Iranian banks, offices in Iran, a rial–ruble settlement channel, and steps to move frozen Iranian assets — as part of Operation Economic Outcast. VTB was already under U.S. Russia-related sanctions from 2022 and 2025; Treasury said the Iran designation makes it among the world’s most comprehensively sanctioned lenders and raises secondary-sanctions risk for foreign institutions that keep dealing with it.
